    • Speaker: Judge Solomon Oliver, Jr., United States District Judge of the United States District Court for the Northern District of Ohio

  • Afternoon Keynote: 1:15 p.m. – 2:15 p.m.
    Fair Housing at 50 – Where We've Been and Where We are Headed
    • Leading fair housing and civil rights attorney, John Relman, will reflect on the progress we've made in the last 50 years since the passage of Title VIII of the Civil Rights Act, known as the Fair Housing Act on April 11, 1968. Mr. Relman will also discuss the future of fair housing as we look forward to the next chapter in the civil rights movement.

    • 1 hour of general CLE credit has been approved by the Supreme Court of Ohio Commission on Continuing Legal Education and 1 hour of general CEU credit has been approved for this session.

  • Panel Discussion One: 2:15 p.m. – 3:30 p.m.
    Fair Housing Implications of Criminal Activity Ordinances
    • Criminal Activity Nuisance Ordinances (CANO) are local laws that penalize property owners if there are repeated incidents of criminal activity on or near their property over a set period of time. This panel will examine the motivation adoption and implementation of CANOs as well as the potential fair housing implications of these types of ordinances.
    • Speakers: Sandra Park, Senior Staff Attorney, ACLU Women's Rights Project; Marty Gelfand, Councilperson, South Euclid; Joseph Mead, Attorney and Assistant Professor with a joint appointment in the Maxine Goodman Levin College of Urban Affairs and the Cleveland-Marshall College of Law. Moderated by Diane Citrino, Attorney

  • Panel Discussion Two: 3:45 p.m. – 5:00 p.m.
    Lead Paint Poisoning as a Fair Housing Issue – the Problem, the Process, and Potential Solutions
    • This panel will examine the lead poisoning crisis as it relates to fair housing laws. Local experts will talk about efforts being made in other municipalities and the progress being made in Cuyahoga County.
    • Speakers: Robert A. Cole, Managing Attorney-Meaningful and Appropriate Education Practice Group at Advocates for Basic Legal Equality, Inc. (ABLE); Genevieve Birkby, BUILDHealth Challenge Assistant Project Manager, Environmental Health Watch; and Abigail Staudt, Managing Attorney, The Legal Aid Society of Cleveland. Moderated by Rachel Disell, Reporter for The Plain Dealer

    Has "Serve and Protect" Become "Silence and Evict"? How Nuisance Ordinances Threaten Our Rights and Communities
    • Across the country, communities have enacted local nuisance laws that penalize landlords and tenants based on calls for police service and criminal activity occurring at the property, even if the residents are victims of the crime. These laws frequently result in the eviction of families, and in many cities, are disproportionately enforced against domestic violence victims, people of color, and people with disabilities. We will examine how these laws profoundly undermine communities, and we will discuss our campaign to challenge these laws in the courts and at the local, state, and federal levels.
