We all have rights that the government must respect, regardless of our immigration status. However, the Trump administration is actively terrorizing our communities through a dangerous mass deportation campaign. The federal government is attempting to intimidate us by defying democratic norms, denying our most basic constitutional rights, and deploying masked and unaccountable immigration enforcement agents into our neighborhoods.

Enough is enough. People are terrified and outraged and are calling on their elected officials to act to protect them from these federal abuses of power.

Although the federal government has the authority to determine who can have or pursue immigration status, states have the power to decide how much immigration status should impact a person's ability to meet their basic human, safety, and economic needs. We have identified several policy areas where Vermont can – and should – use that power to limit state interactions with federal immigration authorities, improve access to justice, and keep our communities safe.

I am writing to you because I am deeply concerned that the federal government is actively terrorizing our communities through a dangerous mass deportation campaign that is defying democratic norms, denying basic constitutional rights, and deploying masked and unaccountable immigration enforcement agents into our neighborhoods.

H.742: Provide Access to Counsel for Civil Detainees: Ensure that people held in state prisons for alleged civil immigration violations have access to an attorney, just as we do for someone held for alleged criminal violations.

S.209: Safeguard Immigrants' Access to Essential Services: Prevent federal agents from making warrantless immigration arrests in private spaces, such as schools and health care facilities, and expand Vermont's ban on civil arrests at courthouses to include other state and local government buildings.

H.294: Improve Detention Conditions: Ensure access to language services, allow access to free communications, and restrict exploitive prices at commissaries.

S. 208: Require Proper Identification of Law Enforcement Officers: Prohibit law enforcement officers from concealing their identity through masking and require that they be properly identified so that individuals have recourse for any civil rights violations.

Ensure Access to Justice for Violations of Constitutional Rights by Federal Officials: Codify a private right of action that allows people to sue federal officials when they violate their rights guaranteed by the U.S. Constitution.

S.144: Enact Smarter Stops for Safer Roads: Address over-policing and racial disparities in traffic stops by prohibiting stops for equipment violations and consent-based searches without probable cause.
