I am writing today to ask you to amend the Act 143 Emergency Rules that implement Vermont's new Homelessness Response Continuum, as proposed by the ACLU of Vermont. Our community is at a breaking point in our homelessness crisis, and we need a homelessness response system that better meets the needs of our unhoused neighbors.

As written, the rules ignore legislative intent, conflict with state and federal laws, and arbitrarily deny shelter to some of the most vulnerable members of our communities. The rules violate disability protections that impact over half of the people who need services. They restrict participants' rights and create unnecessarily burdensome administrative hurdles – leaving eligible people without shelter. And reasonable Vermonters like me know that no child should be unsheltered. Reasonable Vermonters like me know that no person at imminent risk of a medical crisis should be unsheltered.

Please amend the rules for the Vermont Homelessness Response Continuum. The ACLU of Vermont and a coalition of advocates are proposing alternative rules for the Continuum that follow the law – I encourage you to adopt the ACLU of Vermont's proposal.
