The message:

House Bill 180 would restore voting rights to people with felony convictions after imprisonment, allow people on probation and parole to vote, and remove certain barriers to voting eligibility.

Delaware is as an outlier when it comes to felony disenfranchisement—barring all individuals on felony parole or probation from voting, and disenfranchising some for life.

Delaware is the only Northeastern state that permanently disenfranchises some returning citizens, and one of just 10 nationwide to do so for non-election-related offenses.

Nearly 3/4 of Delawareans support restoring voting rights to people with felonies upon their release.

The impact:

As of 2024, nearly 3,000 Delawareans were prohibited from voting while on felony probation.

No one should be denied the right to vote because of a past conviction.

Under HB 180, thousands of returning citizens regain the right to vote.
