Dear Representative:

I urge you to pass SB 5602. This bill is a critical step towards achieving reproductive health equity, and ensuring marginalized communities, including immigrants, and transgender and gender-nonconforming individuals, have access to the health care coverage they need.

Currently, an individual’s immigration status can result in ineligibility for many health insurance coverage programs such as Medicaid, Affordable Care Act Qualified Health Plans, or “Take Charge,” the state’s Family Planning Program. As such, Washingtonians are forced to go without critical health care solely because of their immigration status. Further, transgender and gender-nonconforming people face discrimination when seeking access to health care coverage - including experiencing automatic denials on the basis of their gender identity. SB 5602 will address both of these significant and discriminatory barriers to care.

SB 5602 creates a state program to provide coverage for reproductive health care for individuals currently ineligible for coverage programs due to their immigration status. The bill also includes strong anti-discrimination provisions to ensure that the reproductive health care coverage needs of transgender and gender-nonconforming people are met.

No one should be denied access to health care due to their immigration status or gender identity. SB 5602 is necessary to fill current gaps in Washington’s health care system and dismantle discriminatory barriers to care. Please pass this important piece of legislation.
