As a constituent concerned about privacy and reducing mass government surveillance, I urge you to support and sponsor HB 5151 to place common sense regulations around the use of automatic license plate readers (ALPRs) when it is considered in the House. ALPRs are used in many communities across Illinois – without any state standards or norms for how they are used. As a result, we have seen reports about data from ALPRs – including in Illinois – being accessed by monitor protests in our state and for unauthorized “immigration enforcement” searches.
Illinois needs to rein in this powerful technology.
HB 5151 defines when the data captured from ALPRs can be used – limiting the use to serious crimes, makes clear who can use the data, and sets regulations that can keep Illinois license plate data from being used by other states and the federal government. Finally, the measure creates transparency, mandating opportunities for local community members to learn about how ALPRs are being used in their locale and ask questions about how their privacy is protected.
Please support HB 5151 to protect the privacy of millions of Illinois residents by setting statewide standards for the use of ALPRs. It is a modest step to rein in a powerful technology tool that is currently without any regulation. Given the examples of abuse we already have seen, the time to act is now.
