Flock cameras are AI-powered surveillance cameras sold to local police departments and lawmakers as automatic license plate readers. But these cameras allow law enforcement to do much more than scan license plates. The data captured by Flock's cameras can reveal very private details about a person's life, including what meetings a person attends, what doctors' offices and religious institutions they visit, who a person associates with, and even where they sleep at night.

Flock raises serious constitutional questions by permitting the federal government and state and local governments across the country – including ICE, sheriffs, and police – to invade our private lives without a warrant or a reason.

ICE and Customs and Border Protection (CBP) want to use data from the nationwide Flock network so they can meet the Trump administration's extreme mass deportation objectives.
States with regressive healthcare laws could use Flock to criminalize people who get abortions and those who seek them in Oregon. In fact, Texas law enforcement was already caught earlier this year using nationwide data from 83,000 Flock cameras as part of their abortion-related "investigation" of a woman in Texas.

Flock is a threat to Oregon's sanctuary law and pro-abortion policies. Our tax dollars should NOT be used to buy cameras that can be weaponized against our immigrant neighbors or people seeking abortions in our state. More than 15 cities and counties in Oregon have contracts with Flock, including: Albany, Central Point, Eugene, Florence, Grants Pass, Klamath Falls, Medford, Myrtle Creek, Roseburg, Springfield, Sunriver, Sutherlin, Winston, Woodburn, and Douglas, Jackson, Josephine, Lane, and Washington Counties.

The ACLU of Oregon and immigrant rights and privacy organizations urge all Cities and Counties to turn off Flock and keep it off! Eugene and Woodburn have already temporarily paused their Flock systems for further consideration. We must keep this momentum going to get Flock out of Oregon.

The proliferation of Flock surveillance cameras in our cities and counties raises serious constitutional and legal concerns because these cameras invade our private lives and empower the federal government and other states to target immigrant Oregonians and people accessing abortion.

Flock especially raises concerns about the ability of cities and counties to comply with Oregon's longstanding sanctuary law that prohibits using local equipment and technology for immigration enforcement. Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) want to use data from the nationwide Flock network so they can meet the Trump Administration's extreme mass deportation objectives. In Oregon, ICE has been directed to increase its captures from 30 people per day to 50 people per day, which would total nearly 20,000 people in a single year.

Immigrants' rights organizations have noted a suspected pattern of ICE surveillance activities just days before ICE returns to a location and arrests our immigrant neighbors. Also, in recent federal court filings, ICE officials have admitted that they are running license plates through some type of technology prior to making arrests.

Flock's contract provisions give local police the semblance of ownership over their data, obscuring easily exploitable loopholes created by other provisions. For example, both Woodburn's contract and the City of Eugene's contract include standard provisions that give Flock a license to use the data. These provisions permit Flock to disclose footage to law enforcement and other government officials if they have a good faith belief it is necessary for security or emergencies.
