New Mexico’s parole system is in dire need of modernization. The New Mexico Parole Board has the responsibility to make fair, evidence-based decisions that impact public safety, crime victims, and those seeking rehabilitation. However, outdated criteria, unclear protections for board independence, and inconsistent policies create unnecessary obstacles to a fair and functional parole system. SB 17 ensures that parole decisions are based on meaningful evidence, strengthens board independence, and improves processes for everyone involved.

  • Update outdated parole criteria, ensuring decisions are based on rehabilitation and evidence-based standards rather than outdated considerations.
  • Protect the independence of parole board members by limiting removal to cases of malfeasance.
  • Require parole hearings to be scheduled with sensitivity, avoiding the anniversary of the crime or, in cases involving loss of life, the victim’s birth or death date.
  • Clarify compensation guidelines for board members to ensure a functional and fair parole process.
  • Align New Mexico’s parole system with best practices from other states, improving outcomes for crime victims, people in prison, and public safety.
