Time is running out; we cannot wait another year to pass the MD Second Look Act.

Saying yes to the Maryland Second Look Act (HB853) is the clear and logical choice.

The Second Look Act is an evidence-based initiative that recognizes the transformative potential of focusing on rehabilitation and the urgency of addressing racial justice in our criminal legal system. Passage of the Second Look Act would allow courts to reconsider the sentences of individuals who have served at least 20 years in prison, giving them a chance to demonstrate personal growth, rehabilitation, and the potential for a second chance at freedom.

We know that racial bias impacts every stage of the criminal legal system – from arrests to charging and sentencing. The statistics speak for themselves. In Maryland, 71 percent of the prison population is Black, more than twice the national average.

The Second Look Act offers a path to redemption, enabling incarcerated people to show genuine remorse and contribute positively to their communities and loved ones. It's a win for public safety, both inside and outside prison walls.

HB 853 is moving in the House. However, the bill excludes those serving life without parole sentences from being eligible for a Second Look. These exclusions inadvertently leave extreme, racially biased sentences unchallenged and perpetuate systemic injustice. But the fight is far from over. Now, we must urge our legislators to reject any additional amendments that further exclude convictions, sentence types, or age groups from the process.
