Override Hogan's Veto - Tell the MVA to stop collaborating with ICE. Vote YES on HB 23

Last session, Governor Hogan vetoed HB 23 that would’ve protected the privacy of Maryland drivers who are not U.S. citizens by requiring federal law enforcement authorities to obtain a warrant before accessing personal information for the purpose of immigration enforcement, information that the MVA collects (HB 23), including drivers’ photos. Now, it’s time for our legislators to override the Governor’s veto and fully pass HB 23, but we can’t do it without your support.

This dangerous collaboration between ICE and the Motor Vehicles Association allows for unprecedented targeting of Marylanders, and our legislators need to stop it. Maryland immigrants should not be targeted by ICE because they obtained a driver's license so they could live and work in our state.

Take action and protect immigrants. Tell your legislators that Maryland needs to cease collaborating with ICE and vote YES on HB 23. Override Governor Hogan’s veto during the special General Assembly session in December.

Dear Maryland Delegates and Senators,

I want to thank you, the General Assembly, for passing legislation to protect the privacy of Maryland drivers who are not U.S. citizens by requiring federal law enforcement authorities to obtain a warrant before accessing personal information for the purpose of immigration enforcement, information that the MVA collects (HB 23), including drivers’ photos. Unfortunately, the Governor vetoed it. Now, what our community members need more than ever from you and other legislators is to override that veto during the special session this December.

A database that is used to target immigrants is a violation of immigrants’ right to privacy and uses the benefit of having a driver’s license against them. No government entity should have this power. Currently, ICE can conduct wide-ranging searches of MVA records without any oversight. They can obtain personal information and even run facial recognition searches for anyone who applies for a Maryland driver’s license.

Recent research from the Center on Privacy and Technology at Georgetown Law Center shows wide-spread data-sharing between the MVA and ICE. I have grave concerns about the civil liberties risks of mass surveillance.

Let’s take back control of our information and cease collaborating with ICE for the sake of our immigrant community. Vote YES on HB 23.
