It's time for the Massachusetts Legislature to take action on the Location Shield Act. Politico recently reported that a data broker company tracked people's visits to nearly 600 Planned Parenthood clinics in 48 states, including Massachusetts. The company sold that data to inform one of the largest anti-abortion ad campaigns targeting specific individuals. If anti-abortion extremists can use cellphone location data to target abortion seekers with ads, they can also use that data to target, harass, or threaten patients and providers in our state.

The sale of cellphone location data puts all of us at risk. Every day, companies collect and sell sensitive location information from cell phones, revealing information about where we live, work, and socialize. We must ban the sale of cellphone location information to protect the privacy and safety of all people in Massachusetts.

As your constituent, I ask you to support swift passage of the Location Shield Act (H.357/S.148), a bill that would protect abortion patients and providers in Massachusetts, as well as the privacy and safety of all Massachusetts residents.

This couldn’t be more urgent: The Supreme Court is considering a case that could force patients to travel to pick up mifepristone – a safe and effective medication used in abortion care and miscarriage treatment.

It was recently reported that a data broker company tracked visitors to nearly 600 Planned Parenthood locations across 48 states – including Massachusetts. The company then sold this data to an anti-abortion group so they could target specific individuals in one of the nation’s largest anti-abortion ad campaigns ever, according to new revelations from U.S. Senator Ron Wyden (D-Ore.). If anti-abortion extremists can use cellphone location data to target abortion seekers with ads, they can also use that data to target, harass, or threaten patients and providers in our state.

I’m grateful that the legislature has already taken significant steps to protect reproductive rights and access to health after the Dobbs decision, but a major loophole remains. Without protections for location data, patients seeking abortion care are still exceedingly vulnerable.

At the same time, we know the sale of cell phone location data puts all of us at risk: Every day, companies collect and sell sensitive location information from cell phones, revealing not just where we seek health care – but where we live, work, and socialize, and where our children go to school and play.

The Location Shield Act will protect the privacy of patients, providers, and all people in Massachusetts by banning the sale of cellphone location data.

Please don’t wait to act. I urge you to push for this legislation to be passed as soon as possible and to vote in favor of it when it comes to the floor for a vote.
