With the beginning of a second Trump administration and a new legislative session underway, Massachusetts lawmakers need to counteract the growing dysfunction of the federal government and support working people struggling with rising costs.

With our strong interest in economic justice, the ACLU of Massachusetts supports two priority bills that will help to create a fairer, more affordable society: The Road to Opportunity Act (HD2487/SD1424) and the Access to Counsel Act (HD3912/SD1771).

The Road to Opportunity Act would end the practice of suspending driver's licenses solely for outstanding fines and fees that are unrelated to road safety, while the Access to Counsel Act would provide legal representation for low-income tenants facing eviction.

Subject Two bills for fairness and financial relief

I urge you to support two important bills that make our Commonwealth a fairer, more affordable place to live: The Road to Opportunity Act (HD2487/SD1424), filed by Rep. Fluker-Reid and Sen. Cyr; and the Access to Counsel and Housing Stability Act (HD3912/SD1771), filed by Rep. Dave Rogers, Rep. Day, and Sen. DiDomenico.

At a time when working people and their families are struggling to get by, Massachusetts leaders can provide real relief and support — and show the nation that government can still help ensure a more just society for ordinary people.

The Road to Opportunity Act would end the practice of using driver’s license suspensions as a penalty for unpaid debts. Today, our statutes unfairly require the RMV to restrict a person’s ability to drive solely for outstanding fines and fees that are unrelated to road safety. Reforming this system, as more than half the states have already done, will help people stay gainfully employed and keep them from falling into predatory debt spirals. In addition to ending debt-based license restrictions, the bill also establishes a reminder system that’s been proven to increase payments in other states and allows courts to waive crippling fees and fines for people who are indigent.

The Access to Counsel and Housing Stability Act would guarantee legal representation for low-income tenants and landlords in eviction proceedings. As you know, housing costs are prohibitive, and people shouldn’t lose their homes because they can’t afford to hire an advocate who will help them assert their legal rights.
