Mass incarceration and blocking people with past felonies from voting have worked in tandem to deny many Americans – and disproportionately Black Americans and Americans of color – a say in the democratic process.
A person is less likely to become involved in the legal system if they are engaged in their community, and the ability to vote is foundational to that engagement.
