As your constituent and a Kentuckian, I think it’s time we have a conversation about our state’s broken death penalty system. A two-year review by Kentucky’s top legal experts found “serious problems persist” in state death penalty procedures. Disturbingly, of the 78 people sentenced to death in Kentucky, 50 have had their death sentence overturned on appeal by state or federal courts. That is an error rate of more than 60 percent.
