Governor Mike Braun and US Homeland Secretary Kristi Noem have announced plans to hold up to 1,000 immigration detainees at Indiana's Miami Correctional Facility, a maximum-security prison in Bunker Hill, Indiana. As you know, the Trump Administration has made a point of emphasizing the cruelty of its excessively aggressive enforcement efforts. Secretary Noem has even grossly dubbed Miami Correctional, the “Speedway Slammer.”
It is important that Hoosiers speak out today and urge Gov Braun to reject this injustice by reversing course on the plans to hold immigration detainees at Miami Correctional. There is still time to stop this cruelty before it begins.
The ACLU of Indiana has filed numerous lawsuits against Miami Correctional because conditions in the prison almost certainly violated our clients' basic constitutional rights. We highly doubt that the rights and safety of immigration detainees will be honored if they are held in Miami Correctional.
A maximum-security prison, by definition, severely restricts the basic liberty of people imprisoned there. This level of confinement goes well beyond what is needed or justifiable when holding immigration detainees.
And Miami Correctional specifically is an unsafe facility for immigration detainees. In 2025 alone, the ACLU of Indiana has settled 26 cases with the Indiana Department of Corrections based on reports of unconstitutional conditions. Our clients reported experiencing physical, emotional, and psychological harm because the conditions in which they were held were so unsafe. So far this year, the Department of Corrections has paid out more than $1 million to settle our clients' claims.
