Over the past year, and especially since the federal siege of Los Angeles and the southland that began June 2025, the L.A. city council and mayor have taken significant steps to create stronger sanctuary protections for immigrant Angelenos, including prohibitions on city resources being used in federal immigration enforcement. Yet, under the leadership of Chief Jim McDonnell, the L.A. Police Department (LAPD) has failed to fully implement the city's sanctuary protections.

Join us in urging the governing body of the LAPD, L.A. Police Commission (LAPC), to fulfill its responsibility and ensure that the LAPD fully complies with the city's sanctuary policies and maximizes protections for immigrant Angelenos. I'm writing to urge the Los Angeles Police Commission (LAPC) to ensure to ensure that the Los Angeles Police Department (LAPD) is in full compliance with the sanctuary policies of the City of Los Angeles and maximizes protections for immigrant Angelenos.

Over the past year, the city council and the mayor have taken meaningful steps to strengthen the city's sanctuary protections. Since June 6, 2025, we have witnessed the Trump regime's masked, militarized agents racially profiling and brutalizing community members, and increasingly using deadly force and even killing civilians in broad daylight simply for exercising their First Amendment rights. With the Immigration and Customs Enforcement (ICE) becoming the largest law enforcement agency in the country, these realities make it even more urgent that our city's sanctuary protections are not only strong on paper but fully and consistently applied in practice.

To this day, however, the LAPD has yet to fully implement the city's sanctuary protections. Instead, we have witnessed the LAPD effectively assisting federal agents in immigration raids - which courts have found were based on racial profiling. LAPD was seen, for example, establishing perimeters or closures or conducting “crowd control” during or following immigration raids. When ICE and Border Patrol call for service, LAPD has blindly followed despite rampant constitutional rights violations and the growing evidence of federal immigration agents providing misleading or false information in 911 calls.

I urge the LAPC to move immediately to ensure the adoption of the strongest possible policy limiting LAPD responses to calls for service by federal immigration agents. It is imperative that the LAPD is prohibited from assisting federal immigration agents in operations that involve racial or identity profiling, and the criminalization of residents' exercise of their First Amendment rights. We cannot allow the LAPD to do the bidding of federal immigration agents who lie and violate Angelenos' constitutional rights.

As a city, we must continue working together to prioritize the protection and well being of all our community members. The LAPC is well positioned to help move this work forward. Your leadership can ensure the LAPD fully complies with the city's sanctuary policies in a way that promotes transparency, accountability, and the safety of all Angelenos.
