Despite its progressive reputation, conditions that foster voting discrimination persist in California:

Higher numbers of mail ballot rejections for voters of color.
Attempts by election deniers in control of local governments to make the voting process harder.

With voting rights under attack across the country, California must take action to enhance its voting rights act to protect progress and provide greater access for generations.

The California Voting Rights Act of 2026 aims to enshrine powerful voting rights protections into state law and strengthen language access so that our diverse communities have an equal opportunity to fully participate in the electoral process through SB 1164 and SB 1360 (Cervantes).

We need your help to fight back against the attacks on voting rights by enshrining key reforms into California’s Voting Rights Act that will prohibit voter suppression and vote dilution.

SB 1164 (Cervantes) takes on discriminatory barriers to the ballot and protects against district maps and election systems that do not represent diverse communities, weakening and silencing the voting power of communities of color. It also ensures that jurisdictions with a recent history of discrimination obtain approval before making certain changes to voting practices. With the federal VRA being stripped of its power, SB 1164 ensures that Californians can use the state’s courts to enforce voting rights and that courts interpret laws in favor of broad access and equal participation.

SB 1360 (Cervantes) provides greater language access for the ballot by lowering the threshold for language assistance to ensure as many language groups in the community are able to meaningfully participate in our elections. The bill also streamlines how communities can qualify for language assistance, allowing them to show that they should receive assistance.
