Following a hearing in the California State Senate Appropriations Committee, AB 1165 will be heard on the State Senate floor. Tell your State Senator to vote yes on AB 1165.

Californias housing crisis affects everyone, and AB 1165 offers a smart and fiscally responsible path forward. AB 1165 has been amended to focus on providing a financial plan and framework to guide how future investments are prioritized and evaluated. By directing the state to develop a research-informed financial roadmap, AB 1165 will result in cost avoidance over time.

Specifically, AB 1165 would require the state’s Housing and Community Development Department (HCD) to create plans to finance solutions to our affordable housing and homelessness crisis. The legislation includes:

A strategic roadmap to end homelessness and California’s housing affordability crisis, informed by research like the Roadmap Home 2030 and Homeless Housing Needs Assessment, focused on long-term solutions that bring people home and keep them housed, and shaped by people who have experienced homelessness and housing insecurity, failed by decades of policy choices that led to this crisis.
Accountability and transparency measures that keep state spending aligned with the roadmap and informed through clear metrics, as well as a dashboard on progress against those metrics.

Housing is a human right. Paired with necessary reforms, AB 1165 will give California the solid strategic roadmap it needs to end the housing and houselessness crisis statewide.

Houselessness and housing unaffordability continues to be a pressing crisis in California. Over the course of the last year, over 330,000 people experienced houselessness across the state. Nearly 30% of California’s renters pay over half their income on housing, with well over 1 million households experiencing severe rent burden, paying over half of their incomes in rent.

These households are forced to make difficult choices to stretch their paycheck in order to pay their rent, choices that can often threaten their housing stability, access to transportation, ability to keep food on the table or pay for healthcare. This unaffordability struggle pushes thousands of Californians into houselessness every day, overwhelming our response systems and resources which have primarily been funded by solely one-time investments.

AB 1165 requires the state to create meaningful plans to finance solutions to our affordable housing and homelessness crisis.  It helps ensure California is prepared to implement a strategic and sustainable strategy that invests resources effectively to move people into the stable housing they can afford, keep our neighbors housed, and prevent future homelessness.

AB 1165 gives policymakers, providers, and communities the roadmap needed to make lasting progress, and I urge you to vote YES.
