Reverse warrants are a controversial and invasive police tactic that allows the government to do widespread surveillance of people’s digital data without individuals’ consent. These warrants allow law enforcement to capture information about everyone who entered a geographic area or entered specific keywords into a search engine — a blatant violation of our core rights.
As the Trump administration and emboldened state governments continue to enact policies that target already vulnerable communities like people seeking reproductive or gender-affirming care, the use of reverse warrants has become a much more relevant tool in the escalating attacks on our bodily autonomy.
House Bill 145 (HB 145) prohibits both reverse location and reverse keyword searches and warrants in Delaware, protecting access to reproductive and gender-affirming care.

Out of state or federal law enforcement could serve reverse warrants on companies headquartered in Delaware. By eliminating the use of reverse warrants in Delaware, we can limit the ability of states like Idaho, Florida, and Texas that have criminalized abortion, gender affirming care, and aiding immigrant communities to use these digital dragnets.
HB 145 is an important step to ensuring Delaware remains a state where every person can make decisions about their own health, happiness, and safety without fear that carrying a smartphone, using social media, or relying on internet search engines for critical information will be weaponized against them.
