Automatic license plate readers (ALPRs) are cameras that capture the movements of every driver who passes them, recording the plate, location, and time. This data is then uploaded to a searchable database, where it can be searched by thousands of other law enforcement agencies, including out-of-state police and, in some cases, federal agencies like Immigration and Customs Enforcement (ICE) – all without a warrant.

The Pennsylvania state legislature is currently considering House Bill 2771 (H.B. 2771), a law that would establish strong privacy guardrails for the use of ALPR cameras and data, including Flock cameras.

As your constituent, I urge you to support House Bill 2771 because I believe that every Pennsylvanian has the right to move freely without being surveilled, to associate where and with whom they choose, and to be protected against unreasonable searches. Automatic license plate readers (ALPRs) have been used to track protesters, immigrants, op-ed writers critical of police, and even gun show attendees.

Flock-style ALPRs are a huge violation of our right to privacy. They constantly record and track the movements of everything that enters their field of view. That enables law enforcement to capture, store, and upload information into a national database with sensitive location information about every single Pennsylvania driver, including those who are under no suspicion of wrongdoing. If the government suspects us of wrongdoing, they need to get a warrant.

I urge you to do all you can to pass H.B. 2771 and protect your constituents’ privacy against this intrusive technology.
