This legislative session, lawmakers passed five important bills. They will give New Yorkers control over their electronic health data, resist book bans, provide fast and reliable internet in temporary housing, and put a robust moratorium on data center growth.

I am writing to urge you to sign these bills into law.

1. Health Data Protections (S.9269/A.10357)

Getting and providing health care leaves a digital trail. It is collected through fitness apps, phone records, search engines, period tracking apps, and many other tools that are part of our modern life. The New York Health Information Privacy Act (S.9269/A.10357) ensures that New Yorkers – not big tech companies, bad actors, or government entities – have control over our intimate health information.

2. Internet in Shelters (S.8026A/A.1755A)

Whether it’s submitting rental applications, applying for jobs, completing homework, accessing government services, or navigating the legal system, in our digital age, reliable internet access is everything. For too long, people living in the shelter system have been left out of the equation. S.8026A/A.1755A will remedy that by creating a statewide mandate for fast, reliable, net-neutral, and privacy-preserving internet for all people in temporary housing facilities across the state.

3. Freedom to Read (S.8630C/A.9537B)

Across the country – including in New York – right-wing extremists have aggressively pushed to suppress books about communities of color and LGBTQ people. The Freedom to Read Act (S.8630C/A.9537B) would require school districts to adopt clear, rigorous protocols for handling book challenges, prohibit the removal of books based on ideological viewpoint, and ensure protections for librarians and educators.

4. Data Center Moratorium (S.10642/A.11560)

Earlier this year, you signed an executive order establishing the first statewide moratorium on data centers. New York lawmakers passed their own robust, full-year moratorium, the Responsible Data Center Development Act (S.10642/A.11560), a month prior. The executive order, while a hopeful step, falls short of that legislation. I encourage you to sign this bill to deliver strong protections for all New Yorkers, but especially marginalized. These communities are already contending with disproportionate environmental burdens like polluted air and water.

5. Ensure the Right to Vote (S.4602A/A.5846)

New York law allows election officials to extend voting when natural disasters or power failures occur. But it doesn't mandate these extensions or account for all conditions that could disrupt an election, including human or technological error. That's why we need Governor Hochul to sign the Automatic Time-Extender Bill before elections this November. The bill would expand the timeframe for voting when disruptions occur and ensure everyone gets a chance to cast their ballot.

Now, more than ever, we need Albany to work for New Yorkers. I urge you to sign these five critical bills without delay.
