- Creates a bounty-style, lawsuit-driven enforcement scheme that puts a hefty price on Hoosiers' private healthcare decisions, allowing private individuals to sue people they believe are involved in providing medication abortion
- Expands state oversight in private medical decisions by allowing the attorney general to sue on behalf of the fetus and giving the inspector general access to terminated pregnancy reports and other sensitive records
- Includes personhood-style language ("unborn child"), setting a concerning standard for future attacks on reproductive rights
