Masked law enforcement agents, often with no identification, make it difficult for the public to know who is in our neighborhoods, what they are doing, and whether their actions are lawful. Indeed, it is difficult for the public to know if masked operatives are actual government agents or impersonators. At a time when unprecedented numbers of ICE and other federal agents are harassing and terrorizing people and communities across our state and country, accountability and visibility for all law enforcement across Oregon are needed now more than ever.

Tell your Legislators: Vote ‘YES’ on LEAVA!

The Law Enforcement Accountability and Visibility Act (LEAVA) addresses the important public safety issue of masked law enforcement and protects Oregonians from potential law enforcement abuses in additional ways.

LEAVA:

  • Expands existing laws around law enforcement identification and bans masking by ALL law enforcement officers operating across Oregon, barring certain rare exceptions.
  • Creates a non-criminal tool for local and state law enforcement to investigate people who may be impersonating a law enforcement officer.
  • Draws clear lines between state/local and federal operations, and provides for transparency when cooperation between different jurisdictions occurs. This bill also prohibits any state/local government employee from cooperating with federal or other out-of-state attacks on free speech or other lawfully protected communities.
  • Increases public transparency into federal joint task forces, i.e., joint operations between local/state and federal law enforcement, and establishes guardrails around joint task forces to protect our civil rights and liberties, especially Oregon’s sanctuary laws.
