Tell Delaware's Leaders: Take Action to Protect Immigrant Communities

Delawareans have been clear — we will not allow our immigrant neighbors to be subjected to abuse and terror at the hands of ICE and law enforcement.

The federal government is continuing to push to enlist Delaware in its immigration enforcement program, allowing ICE to build its mass deportation force here in Delaware. In early November, Seaford Police and Delaware State Police responded to a request by ICE for assistance in detaining a man. Now, information has come to light that the Laurel Police Department voluntarily compiled and shared a list of Haitian immigrants with the FBI. In both incidents, there is no evidence of a valid judicial warrant.

These tactics do not reflect our values and have no place in our state. That’s why we need you to send a message to Governor Meyer and the Delaware General Assembly, urging them to take immediate action to push back against Trump and his anti-immigrant agenda and ensure that our state’s immigrant communities are protected.

Governor Meyer must issue renewed guidance that explicitly and permanently closes backdoor channels for collaboration with ICE. The General Assembly must pass critical legislation that ensures Delaware remains a place where all people — regardless of immigration or citizenship status — can live without fear and are guaranteed the civil rights and liberties of every person in this country.

Delawareans do not want our law enforcement, state agencies and personnel, and local taxpayer dollars to serve the federal administration’s attempts to target our immigrant communities. Governor Meyer has reaffirmed his commitments to protecting Delaware's immigrant communities, but now he must take action.

Governor Meyer must issue renewed guidance that explicitly:

Establishes clear guidelines about when Delaware law enforcement can assist ICE operations; and
Prohibits data sharing between ICE and the Delaware DMV, or any other state agency that may share personal data with ICE.

The Delaware General Assembly took meaningful strides toward protecting immigrant communities during the 2025 legislative session — banning 287(g) agreements between local law enforcement and ICE, advancing a slate of pro-immigrant legislation, and banning citizens’ arrests — but we cannot allow our state legislators to stop here.

Governor Meyer, I’m calling on you to be faithful to your previous commitments and issue renewed guidance that:

1. Establishes clear guidelines about when Delaware law enforcement can assist ICE operations;

2. Refuses to honor ICE detainer requests; and

3. Prohibits data sharing between ICE and the Delaware DMV, or any other state agency that may share personal data with ICE

The Delaware’s General Assembly also has a role to play. As your constituent, I'm urging you to say "yes" to legislation to:

1. Prohibit the arrest of people at sensitive places such as schools, medical facilities, places of worship (HS 2 for HB 94), and courthouses, without a valid judicial warrant or court order to protect immigrant families.

2. Make illegal racial profiling of people (HB 58) based on suspected or actual immigration status; and

3. Create safe interactions with law enforcement by requiring all law enforcement to show their face and identify themselves.
