When Florida students can exercise their freedom to vote regardless of where they live, work or go to class, it sends a message that their vote - their voice - is respected and valued.

Despite offering campus voting in 2018, Duval Supervisor of Elections Mike Hogan has resisted community demands to reinstate Early Voting sites at Edward Waters University -- a historically black university -- and the University of North Florida.

This is why residents of Duval County are organizing yet again -- to demand the reinstatement of early voting sites at the University of North Florida and Edward Waters University.

Dear Supervisor of Elections Mike Hogan,

In July 2018, a federal court struck down Florida’s unconstitutional ban on college and university campus early voting locations, citing a “stark pattern of discrimination.” In his ruling, Judge Walker wrote, "It is unexplainable on grounds other than age because it bears so heavily on younger voters than on all other voters.”

Following this ruling, community organizations and leaders successfully convinced Duval County Supervisor of Elections Mike Hogan to establish early voting sites at the University of North Florida and Edward Waters University campuses. Despite the University of North Florida having the second highest turnout of any Florida campuses’ Early Voting site in 2018, Supervisor of Elections Mike Hogan removed both campus Early Voting sites for the 2020 election and has no plans to restore either for 2022 and beyond.

Students have good reason to be concerned: the 2018 general election saw the vote-by-mail ballots of 18-21 year-old Duval voters rejected at a rate of over seven percent. In 2020, Duval once again had disproportionately high vote-by-mail ballot rejection rates among voters under the age of thirty. The most logical way to remedy these disparities is by restoring student access to in-person early voting.

Campus early voting sites serve not only students, but also the communities they reside in. In particular, the residents of ZIP code 32209 surrounding Edward Waters University cite it as a far more accessible way to vote than those downtown that require transportation.

As residents of Duval County, we believe that voting must be made free and accessible to all voters. We, the undersigned, demand that Supervisor of Elections Mike Hogan restore the early voting sites located at the Edward Waters University and University of North Florida campuses as options to the public in 2022 and beyond. Providing campus early voting sends a message to the young people of Duval County that their vote — their voice — is respected and valued.
