11950-12130 Articles 15 and 32 Investigation Charges, Reports, Memos, and Correspondence 6/28/04 6/21/04, 6/7/04 Investigation into incident in which four soldiers were responsible for the drowning death of an Iraqi male in the Tigris River. Charges were brought against the four soldiers for the drowning and also for lying to the CID officer who was investigating the incident. The report also describes [redacted] coaching others in their answers to CID questioning. One of the soldiers was also associated with another incident of forcing an Iraqi citizen into a body of water who "appears to have been randomly selected for this abuse." One of the soldiers was also charged earlier with "wrongfully and willfully" discharging a firearm " in the vicinity of a detainee, under circumstances such as to endanger human life." The investigator listed mitigating factors in one soldier's case, including "[redacted] being an outstanding soldier/leader," soldier's use of Larium, combat stress, and the recent death of a company commander. The Record for Proceedings Under Article 15 USMJ indicate that the punishment for one of the soldiers was a reduction in rank, forfeiture in pay and suspension.
12131-12843 Court-Martial Record 1/7/04 (Proceed-ings terminated) Court Martial proceedings of Scott A. McKenzie -Staff Sergeant in US Army of the 320th MP Battalion at Camp Bucca, Iraq. Charged in relation to incident involving Scott McKenzie abusing Iraqi prisoners of war when they were transported to Camp Bucca. He was one of four soldiers investigated. McKenzie was also accused of trying to impede an investigation into the incident. Charges and testimony indicate that while the four soldiers escorted prisoners from the bus to the camp, they assaulted and dragged prisoners (some of whom were already injured) to the holding area. The abuse included throwing a prisoner "to the ground striking him on the head and legs as he walked to the in-processing tent" and holding a prisoner's "legs apart and encouraging other soldiers to kick him, while other US soldiers kicked him in the groin, face and abdomen," throwing prisoner "to the ground on his face and stepping on his previously injured arm," and "twisting his previouly injured arm, causing him to scream in pain." 12844 - 13555 Court-Martial Record and Article 32 investigation of SPC Timothy Canjar 9/30/2004, 8/27/03, 9/12/01, 7/16/03 Court Martial Order for Specialist Timothy F. Canjar, US Army, HHG, 320th Military Police Battalion. Charged with dereliction of duty, 4 counts of maltreatment of detainees, intent to decieve and to impede an investigation and conspiracy.
