00001-00004 Response to Query re Infractions Outlined in the Schlesinger Report 11/1/2004 Talking points concerning mistreatment of Guantanamo detainees documented in the Schlesinger Report. Provides summaries of eight "substantiated cases" of abuse at Guantanamo. (1) guard sprayed detainee with hose; (2) guard hit detainee with fist and handheld radio after detainee was subdued; (3) female interrogators ran fingers through detainee's hair and sat on his lap; (4) female interrogator wiped dye on detainee's shirt and claimed it was blood; (5) interrogator directed MPs to repeatedly bring detainee from standing to prone position and back; (6) MP squirted water on detainee and engaged in inappropriate casual conversation with detainee; (7) MP sprayed pepper spray during IRF response; and (8) camp barber gave two "unusual haircuts" in effort to frustrate detainees' requests for similar haircuts. Talking points state that GTMO continues to be dogged by claims of abuse because "the al Qaeda training manual teaches trainees to claim abuse at every turn."
00005-00025 Documents related to Commander's Inquiry 5/29/2002 Commander's Inquiry into incident in which detainee "threw his urine bottle in the direction of [REDACTED] who was walking behind [detainee's] bed. . . . [REDACTED] threw the bottle back in the direction of detainee. The detainee then became even more agitated -- he lifted himself up on his bed, began screaming, and then grabbed and swung a metal chair at the guards." Inquiry found that [REDACTED] had "purposefully kick[ed] the leg of Detainee's bed earlier that day," had been instructed to avoid Detainee for remainder of day, and had nonetheless returned to Detainee's vicinity with a sidearm. On May 29, 2002, Commander, 115th MP Battalian received reprimand for failure to remove lethal weapons from Field Hospital 20 and for failure to "establish a positive leadership climate."
00026- 00031 Record of Proceedings Under Article 15 and documents relating to Commander's Inquiry 10/16/2002 Commander's Inquiry and Article 15 proceeding into incident in which member of 239 MP Co. sprayed detainee with water hose. Received reduction in rank, 7 days suspension.
00032 - 00059 Record of Proceedings Under Article 15 and documents relating to Military Police investigation 10/19/2004 Article 15 proceeding and MP investigation into incident in which member of 2d JDOG Mp Co. hit detainee on mouth with fist. Received reduction in rank (suspended) and forfeiture of some pay.
00060-00079 Record of Proceeding Under Article 15 UCMJ and documents relating to Commander's Inquiry 3/31/2003 Commander's Inquiry and Article 15 proceeding into incident in which member of 984th MP Co. used pepper spray on detainee. Use of spray was found to be "reactionary and not retaliatory." Commander's Inquiry recommended counseling only.
00080-00129 Record of Proceeding Under Article 15 UCMJ and documents relating to Commander's Inquiry 4/14/2003 Commander's Inquiry and Article 15 proceeding into incident in which member of 132nd MP Co., JTF GTMO, failed to secure a detainee and then struck the detainee with his fist after the detainee was shackled. Received reduction in rank and extra duty for 45 days.
00130 - 00278 Record of Proceeding Under Article 15 UCMJ and documents relating to Commander's Inquiry 6/24/2004 Commander's Inquiry and Article 15 proceeding into incident in which member of 661st MP co., JDOG, verbally harassed a detainee and splashed detainee in the face with pine oil. Received reduction in rank and forfeiture of some pay for two months.
