On July 18, 2006, the House of Representatives, by a vote of 236-187, failed to get the two-thirds
majority needed to pass a proposed constitutional amendment that would have prevented states from
allowing same-sex couples to marry and deprived them and their children of protections extended to
other Americans. The ACLU opposed this measure because it would discriminate against same-sex
couples and their children and use an amendment to the United States Constitution to restrict, rather
than expand, freedom.
