On July 13, 2006, the House of Representatives overwhelmingly rejected an amendment to
weaken the Voting Rights Act by a vote of 96-318. The amendment would have removed virtually all
jurisdictions with a history of voting discrimination from federal oversight. Covered jurisdictions would
have been allowed to make changes to their voting practices and procedures without preclearing
these changes with federal authorities. The ACLU opposed the amendment because the preclearance
requirement deters discriminatory voting practices.
