On April 5, 2006, the House of Representatives narrowly passed the 527 Reform Act of 2006 by a
vote of 218 to 209. This legislation would limit the amount of contributions to organizations organized
under section 527 of the Internal Revenue Code, thereby inhibiting their issue advocacy and voter
participation activities. The ACLU opposed this legislation as an unwarranted intrusion into free speech guarantees protected by the First Amendment.
