On December 14, 2005, the House approved a motion to instruct conferees to pass the McCain
Amendment prohibiting torture and abuse by a vote of 308-122. The ACLU supported this motion
because the amendment reinforces the bar on cruel, inhuman and degrading treatment of anyone
held anywhere in the world by any agency of the U.S. government and requires military interrogators to
abide by the detainee treatment standards in the Army Field Manual on Interrogations. The motion to
instruct was on the Defense Appropriations Act for Fiscal Year 2006.
