On October 26th, 2005, the House agreed, by a vote of 210 to 205, to an amendment that imposes
an unconstitutional gag on the free speech of non-profit entities that receive federal funds for an
affordable housing program. The ACLU opposed this amendment to the bill that created the Affordable
Housing Fund because it would have restricted non-profit groups receiving these funds from even
minimal lobbying or non-partisan get-out-the-vote activities, even when using their own money.
