On June 22, 2005, the House passed the Flag Desecration constitutional amendment by a vote of
286 to 130. The ACLU opposed this amendment because it would needlessly infringe on free speech
by amending the Constitution to ban "desecration" of the American flag. This proposed constitutional
amendment would be the first to restrict the freedoms guaranteed to Americans by the Bill of Rights.
