On June 15, 2005, the House agreed, by a vote of 238 to 187, to an amendment that would prohibit
the use of Section 215 of the Patriot Act to obtain records of libraries and bookstores. The ACLU
supported the amendment because it prevents the federal government from using a secret court order
to obtain, without meaningful judicial review, sensitive records protected by the First Amendment. This
amendment was not incorporated into the final bill.
