On May 11, 2005, the House passed the Gang Deterrence and Community Protection Act of 2005 by
a vote of 279 to 144. The ACLU opposed this bill because it would expand the federal death penalty,
create numerous mandatory minimum sentences depriving judges of the ability to impose sentences
that fit the particular offense and offender and incarcerate more children in adult prisons.
