On October 5, 2005, the Senate agreed to a torture prevention amendment, offered by Senator
John McCain (R-AZ) by a vote of 90 to 9. The ACLU supported this amendment because it would
bar cruel, inhuman and degrading treatment of anyone held in custody anywhere in the world by any
agency of the U.S. Government and require Army interrogators to abide by the detainee treatment
standards in the Army Field Manual. The amendment was made to the Defense Appropriations Act of
2006.
