On January 18, 2007, the Senate voted 55-43 to adopt an amendment that struck from the Lobbying Transparency and Accountability Act (S. 1) a provision that would have regulated paid efforts to stimulate grassroots lobbying. The ACLU supported the Bennett Amendment because the provision it removed would have imposed onerous reporting requirements, chilling constitutionally protected activity by interfering with Americans' right to petition their government and to encourage others to do so as well.
